Sir,

With reference to correspondence ending with Your

Excellency's No. 3318/1914 dated 12th. November, 1914 and Secreta-

-ry of State for the Colonies telegram dated 11th. November), 1984,

I have been informed that a sum of $5,000 out of German Missionary

funds is being handed over to Mr. Bitzer. I have the honour most

respectfully to protest on Military grounds against any enemy

subject being supplied with funds which may quite conceivably be

used in spreading anti-British propaganda amongst the Chinese or

in bribing persons to work mischief against British property or persons (public or private) in Hongkong. I do not trust Mr. Bitzer.

I understand that this sum is being sent by coolie

to Mr. Bitser on Monday next. If Your Emelbency cannot see your way to agreeing with me I beg that the question may be referred to

His Majesty's Government.
